Issue Description: mana bees do not generate naturally

Do you know of a fix? Finding a fix will greatly increase the speed at which we can apply that fix: Change the setting "useForgeBiomeDictionaries = true" in the common.toml file inside of the resourceful bees folder to false
Latest known date the issue still occurs on: 12/5/2020
Exact steps to reproduce the issue: explore any magic biome, you'll find zero mana hives/mana bees.
